Does the figure for Social Security spending include benefits paid via the "tax credits" system that is, I believe, accounted for under a different department? If not, what would the full figure look like?
... and it would help if the education figure were weighted for the change in the number of schoolchildren. Also, the budget for education is so vast and complex that there's plenty of room to hide all kinds of skulduggery.
